Paints and varnishes are liquid coatings used in construction, industry and product finishing, in water-based or solvent-based formulations.

The solvent is what defines the classification: water-based formulations usually receive different treatment from those using organic solvents, and it is the declared composition, not the end use, that determines shipping conditions. Retail cans are also sensitive to weight and vibration along the way.
